Nadirshah, this question is easy. Just a quick look at the web page https://www.one45.com/ shows One45 does some things Moodle cannot do, even with plugins. eg, schedule training programmes, run a lottery, manage duty hours. They claim this helps with a fully featured clinical education programme where a lot of variable need to be managed. How well they do this, and if it is 'easy' is of couorse another question.
The other stuff One45 does (track clinical education programmes, deliver content etc) Moodle should be able to do with the new competencies and learning plans.
I have found evidence they are involved with Educause, so they probably have some interest and thinking around quality educational practices: Educause people in my experience are not silly.
You have a difficult decision to make I am sure. This is the easy question answered. The difficult question is a) are the new learning plan/competencies in Moodle easy to use? b) what do you REALLY need? c) cost benefit. d) there are more I am sure.
