I have the same issue. The option is un-ticked in administration. On version 3.3 under Site Home the All Courses link is still present.

I have the same issue here.
Navigating to (a)Site Home and then at the bottom of the course list it displays a link to view all courses.
Has there been any development on this matter since Jan 2018 ?
