I have upgraded my moodle version to 3.2 from 2.9.3. 

Everything is goes well, But for local plugin installation I am getting error of l"ocal_XXX is defective or outdated, can not continue, sorry".

local_XXX  is a custom plugin I have created for moodle 2X. But now moodle is updated to 3.2 and it is not getting installed.

I searched over moodledoc for custom plugin. But it is showing info for moodle 2.0

What is a best way to update that custom plugin? 

And I want this plugin to be installed in my moodle

Firstly, did you read the file local/upgrade.txt to see if anything there applies to you?

In one of the recent Moodle releases, they added the requirement to declare the plugin type - I would start by comparing the php version file for a working local plugin and see if it isn't something simple like that.
