I've just uploaded some users, I've not yet assigned then to any courses or roles. How is it they can access Permissions & manipulate defined roles!? Have I incorrectly set up my site settings...

Hi Neil,
Only the site admin needs to access the 'Define roles' page.
When you manually enrol users in courses, you assign them a role. Alternatively, users can self-enrol and be automatically assigned the role of student, or you can use a different enrolment method. Please see the documentation Course enrolment for details.
