Moodle 2.8.5

Hello,

Using the database, is there a way to see what a user has done over a period of time (let's say a week or 2).

What I am ultimately trying to figure out is whether or not an instructor has communicated with students in any way through the LMS. One of our instructors is not available and we need to know if he has contacted any of the students for an upcoming class.

You can have an admin go to Administration > Site administration > Reports > Logs and where it says All participants change the selection to the instructor in question, then click on Get these logs. That will list everything the instructor has "done". The search can be limited by making selections in the other fields available to zero in your search to exactly what you want to check on.
