I am Torin Benjamin Miklas and currently using Moodle 2.9. I just want to confirm, Is Moodle also designed for Mobile devices?

It generally works fine in small (i.e. mobile devices) browsers. Although when it comes to content you need to be cautious about what is supported. For example, posting video in Moodle can be a nightmare.
I use the MORE theme, which works quite well on mobile devices. I have an iPhone and regularly test my content. I have probably 98%+ of my content mobile compatible. It does take some care, as stated. If I create a link to my videos in Moodle, they play perfectly on my iPhone. If you have Flash content, it will of course not play on any of the Apple iDevices because Apple doesn't support Flash. But my mp4's play perfectly from links within my Moodle.

Which is true of any HTML web application. For example if you have a Wordpress site with Flash, it won't display on a mobile device that does not support Flash.
I think it will depend more on the specific components that you build into your course. Again, Moodle allows linking to a Flash webpage, but this won't plan on iDevices. If you link to a PDF file, or PowerPoint file, and the smartphone doesn't support these programs, you are out of luck.
Having said this, all of the internals of Moodle should work quite well (I cannot say perfectly because I haven't tried everything myself) on many smartphones.
The key is to experiment on your own, and then listen to your users about what they find is and is not working.
