I was wondering if it is possible to "force" moodle to create a sequential question numbering for more than one quiz.
What I am trying to achieve is that Quiz 1 contains questions 1-8 and Quiz 2 contains questions 9-16 etc.

I don't think so.
You might consider putting these numbers (9-16) within the body of the questions. However, this may not make sense if you are randomizing the questions selection.
