3.1 MOODLE installation freezes

I have followed the instructions (twice) laid out in https://docs.moodle.org/31/en/Manual_install_on_Windows_7_with_Apache_and_MySQL to install on my Windows7 Pro machine. I have several other PHP/mySQL applications running under the Apache instance which all work but the newly installed MOODLE site. I cannot access http://localhost/moodle (or 127.0.0.1/moodle). I used the portion of the installation instructions to clone my install from github.

When I try to start MOODLE I land on http://localhost/moodle/admin/index.php?sessionstarted=1&lang=en and the page states:


"The page isn't redirecting properly

Firefox has detected that the server is redirecting the request for this address in a way that will never complete.
This problem can sometimes be caused by disabling or refusing to accept cookies.".

Same error with IE. Chrome says too many redirects.

I am running Apache/2.4.16 (Win32) OpenSSL/1.0.1p PHP/5.6.12

All required PHP modules are installed and are listed on the phpinfo() page.

Hopefully I can get this working or I'm stuck writing a bunch of WordPress plugins to do the same thing :/
