Call your host and talk to them about it. They will be able to find you a way. They might have something built in for you in case the shell access option does not work. (And you can use terminal (mac) or command prompt (windows) to run shell commands - no real need to download another program).

Huh? ... terminal on Mac ... either ssh into server or one could setup a tunnel ... to execute something on server via a Local terminal session. Would imagine the same is true of Windows ... newer version of Windows to have bash shell. Don't know if that means the ssh client is included in that shell environment as well or not. Does it? If so, great ... and an indication M$ changing it's tune about 'other OS's'.
I'd be really concerned if I could execute from local terminal/command prompt something on a remote server without some tunnel/restriction. ;)

You have to do it in shell!
If you use a hosting company you should be able to go to your control panel and activate the shell access, write down the IP, user and password
Search and download putty.exe, open, stick in the details and away you go

PS if its an organisations moodle then just find out the IP, username and password for the server and download putty etc
BUT, be careful this upgrade is not always needed as I understand it
