When quizzes are view on a tablet or mobile they don't resize. Is there are way to get Moodle to resize automatically.

I am running 2.9.1 and it resizes fine on tablets for me, is it extending off the screen for you?
Have you tried a different theme to see if it is theme related (it probably isn't but I cannot think of why it doesnt work for you)
Yes, it's extending off the screen. I use 'Afterburner' and I'm having problems upgrading so I can't try out 2.9, but I'll try a different theme and see if that works.

Taking a quiz, using Moodle 2.6.11+ (Build: 20150511) and Afterburner theme worked okay on a Samsung Galaxy S4 Android smart phone. I do NOT have a theme set for Legacy, Mobile, or Tablet. It is only set for Default. The quiz automatically resized to fit the screen. I was able to pinch zoom both in and out, as needed. The only problem I noticed was that it was difficult to tease a drag-and-drop answer because the screen wants to start scrolling. I was only able to get it to work one time out of three, for questions of that type.
I haven't specifically tried any of my tablets with this Moodle today, but I know that in the past, if it worked for my phone, it worked for my tablets. You don't mention the type of tablet you had problems with. Let me know the type, and if I have one, I'll crank it up and try it out. (got access to six different ones)

I think that is a generic problem with all dragdrop style questions at the moment.
Been playing with this some more this morning, and empirically, it seems to work a little better than a year or so, ago.
Using an iPad, MS Surface RT, or MS Surface Pro 2 &3, drag-and-drop seems to work just fine. Generally, when on a quiz page with one of those type questions, if you need to scroll the page, you have to use the scroll bar on the side of the page. When finished with the test and in review mode, then you free scroll anywhere on the page, seems to work.
I don't have an iPhone but I figured out the "trick" to answering a drag-and-drop with an Android device. My Samsung Galaxy S4 seemed to be able to handle it better than my two tablets, 10.1 inch and 7 inch. The "trick" is to click where you want to drop your answer FIRST, then go drag the answer and drop it. Moodle 3.0.2+ using More theme, on my phone, most of the time would drag the answer without trying to move the page too. My Android tablets didn't do quite as well and generally would try to move the page at the same time. I learned that if I just quickly did the drag and drop, I could get it to work. Not well enough to want to actually try and take a test, though, with any of the Android devices. MS Surfaces and iPad...no problem.
I have tried the site on an iPhone 6, an LG, a Nokia and an Asus and I have the same problem. However, I don't have any problem with an Samsung Galaxy Tab S tablet. Any ideas?

The only thing I can think of is have you made any changes to your Afterburner theme? If so save it somewhere, then download, install, and try a new copy of it.
Another possibility, under Administration > Site administration > Appearance > Themes > Theme selector, do you have any theme installed for Legacy, Mobile, and tablet. If so, try removing them and try your test with only a theme for default installed. At one time I had 'zoom' problems with mobile devices and removing the mobile theme fixed my problem.
