Is there a setting that allows me to have all topics expanded by default while using the "Archaius" theme? 

Currently they show up like this:


But I would like them to show up like this:

It appears that you might be using Collapsed Topics.  If so, in its configuration settings (from site admin), there is a setting "Initial toggle state" that you can set to "Open All."

This is exactly what I need, but is it a theme based toggle? I don't see the option in Archaius theme.

Go to site administration | Plugings | Course Formats.  This is where you should see Collapsed Topics.  My screen shot is from this area.

Gareth is the person behind this feature, and he really does some very good work and is also very supportive.
