I get a The page cannot be displayed error when Editing a user Profile and trying to add a new Picture

The file that Ive selected to upload doesnt actually get uploaded. This is true whether Im a student or an administrator, etc.
All of the directories & files under moodledata are owned by "apache" and are 777, so it shouldnt be a protection problem. Whats going wrong and how can I fix it?
Current Moodle version: 1.5.2 + (2005060223)
I'm using a web-hosting service with Red Hat Enterprise Linux 3 and Apache 2.0.46.
The system includes: PHP 4.3.2 MySQL 3.23.58, & phpMyAdmin 2.5.5.
