Is it possible to change the (red) font colour of the Headings / (blue) colour of the Footer Panel or is this a part of the theme?

Some themes do so, some don't, apparently. The Themes forum may be able to provide more assistance than this though.

If this is not an option via your theme settings you could alter the css styles file for this theme, to do this you would ideally know how to use developer tools so that you can find the right lines to edit, if you are not too comfortable doing this it may be worth copying the file before you make any amendments. You will also need to purge the moodle cache after you have saved your changes so that you can see this on your site.
