Hi, I can't seem to find the php.ini files. I've checked through my remote server's wamp folder but can't find it all. Any help would be appreciated.
In Moodle go to "Site Administration> Server > PHP Info". This will show you a page about PHP on your server and if you look at the 6th and 7th entry you'll see where your php.ini file is located (e.g. look for "Configuration File (php.ini) Path" or "Loaded Configuration File").

Also, I can't seem to change the upload file size limit. I've changed the post_max_size and upload_max_filesize to 64M but Moodle still shows that I can only upload up to 3M.
Assuming you've read the documentation (https://docs.moodle.org/29/en/Site_policies#Maximum_uploaded_file_size)?
You might just need to restart the web server service (e.g. Apache or IIS) to load the setting from php.ini.
