The recent versions of ELIS are implemented entirely within the plugin framework and don't make modification/hacks of core code. ELIS does't have much if any specific theme requirements that I am aware of and works out of the box with most themes. It should work without issue on anything built on the bootstrapbase. Its hard for me to say without really seeing the issue but I believe it may be because the jquery code that ajax populates that users list is looking for a specific parent div to populate and it may not be present in the Genesis theme. I also suggest turning on debugging and seeing if you turn up any php errors. I don't believe there will be but its a good troubleshooting step to eliminate what is not causing the issue.
