Docs have advised that the default user settings are available at: Site Administration > Users > Accounts > User default preferences
I cannot find this anywhere on Moodle 2.5.9 (have googled/used the admin search etc.)

I have the same problem on a v2.5.x Moodle I just inherited.

At the moment, when users create an account, the default setting is to share
their email address with other users. I'd like to change that to 'always hide'.

User default preferences came in Moodle 2.8 I'm afraid, not Moodle 2.5.

So the school technician needs to edit the database or php config files to change the profile defaults?
