Per the documentation on this site, moodle will default to the language of the OS on the computer being used.  My computer has a Chinese operating system installed but Moodle defaults to English.  I don't remember choosing a default language when I did the install, but I might be wrong smile

My students are Chinese and cannot navigate through the English to get into Moodle.  When they log in now, they must change their password automatically.  I want the system to start up in Chinese so that ALL 62 already registered students will have a Chinese welcome.  How do I do that?  The language packs are already installed.

My home / Site administration / Language / Language settings

And choose your Moodle default language. It can be set by individual users and I think it can be auto-detected via the browser. If you are going to teach languages you are probably going to set some Fill in the Gaps questions. The core moodle Cloze question type is rather complex so I reccommend trying an alternative easier to use question type. At the top of the list (ahem) is my own fine Gapfill type but the UK OU does a nice job with their ddtwos type,  particularly when combined with its combined question type.

Moodle has a sophisticated language control. As already mentioned the site-level one is Site administration > Language > Language settings (what else? ;). Then each course can force the language. Finally each user can choose a language in his profile.
