Moodle is a content management system in respect that you can add content via a user interface and manage it.
I would suggest that Moodle is a Learning Content Management System, (or LMS). Either is a valid descriptor, but a Content Management System has the connotation of a shell for a great variety of web applications, like Alfresco, Joomla or Drupal. The definition I have from Google is:
A content management system (CMS) is a system used to manage the content of a Web site. Typically, a CMS consists of two elements: the content management application (CMA) and the content delivery application (CDA).
I would argue there is a bit left off there, and that bit is the difference between Alfresco, Joomla or Drupal and Moodle. Moodle might meet the technical criteria as a CMS, (it is both a CMA and a CDA), the specific nature of Moodle does not allow for extensible application development within its shell whereas Alfresco, Joomla and Drupal do. There are a number of other CMS' but I have never seen Moodle listed amongst them.
Once you get past that, and look at Moodle as a learning tool, you can appreciate the basic power of it, what you can do with it, how your teachers/trainers/lecturers/etc can develop concise materials in it, how your users can respond to it.
I like the term Virtual Learning Environment partly because it doesn't contain the word management. The design of Moodle does not emphasise its benefits to managers but to students and teachers. I know that the word management can be used in the more practical context of simply managing things rather than the job role, but I like the distinction in this context.
