set special language for all users

I'm using active directory for authenticating. default language for all users is English.  but i want when user log in language get persian ( my language). without forcing user to go profile and change language by "preference". would you help me how manager can do this for all users? and which table in moodle database is related to it?

What you say is, the site has English at the default language (Site administration > Language > Lanuage settings), but the login screen should be in Persian? How about setting Language autodetect? Assuming that the user's browser has Persian above English, until he logs in the language will be Persian.

Hello there - I will move this to the Languages forum. Just a question - is this a new installation of Moodle 2.9? If yes, then there is a bug which might be affecting  you - here it is: MDL-50646 

If it is an earlier version then hopefully Visvanath's or someone else's comments will help.
