We never used Mean of grades, turned it off. Have you tried Simple weighted mean of grades?

But realistically, isn't Tutorial Participation the actual category which is showing the correct grade? I cannot figure out what the subcategory is doing - can you show us the settings for category Tutorial Participation and Tutorial Assignments?
