Is there a way to allow students to create their own Study Plan in Moodle and then entered what they have completed so that a comparison can be made between the targets and the actual activities done?

For something like this, the Database activity might be helpful, but you will have to make sure the fields you design and add are exactly what are required. Essentially, you can provide the template, they can add in the data.
Thanks for the response Colin. Unfortunately I'm a rather novice user of Moodle and don't really know how to set up and use Database activities.

Checklist can do it easy and well.

It allows a teacher to create a checklist / todo list / task list for their students to work through. The teacher can monitor all the students' progress, as they tick off each of the items in the list. Items can be indented and marked as optional.
Students are presented with a simple bar showing how far they have progressed through the required/optional items and can add their own, private, items to the list.
See if the solution described in the thread https://moodle.org/mod/forum/discuss.php?d=310898 can work for you. The docs describe an application where the instructor assigns the personal study plan to participants by adding the plan entries on behalf of participants, but you can simplify that application to allow participants to create their own plan by allowing them to add their own entries. If you set the course activities completion criteria, the course completion report will give you the record of planned vs. actual. hth
