I would like a course to be available only to the restricted number of users. Please let me know the process of imposing this course access restriction.

The course will be accessible to only those users who are enrolled in it. So enrolled only those users who you want to access the course.

The course of action depends on the circumstances, which we know nothing about. In any case, the first step is to set the course password and disable guess access. Then you can enroll your users manually, enroll through a spreadsheet import, using remote server like LDAP, or give those users the course password, for example.
