I am using Moodle 2.8.

 I need to install Oriya language into Moodle.

I couldn't find "How to install Oriya language process" into Moodle site.

Please help me regarding this?

I have no idea if there is an Oriya language pack but if there is install it via Site administration ► Language ► Language packs.

Rajesh,

There is no Oriya/Odia language pack for Moodle yet.

The active list is here: https://moodle.org/mod/forum/discuss.php?d=308929 but you can also update the list in your Moodle site in Site administration > Languages > Language packs to get updates at any time.

Bengali has a language pack, along with most other major official Indian languages. Oriya would obviously be a welcome addition.

Almost all language packs are maintained by volunteers, not by Moodle HQ staff.  So, consider getting involved if you can. Contributions are welcome.

Suppose, if we want to customize any new Indian local language into Moodle, then how it is possible? Is any way to customize any new language which doesn't exist into Moodle?

You can do that, but it might be a good idea to understand the process first. You can start by going to the Translation page, there you will find a number of links that may prove helpful. There are a number of people who will be glad to help you get started too.
