obvious I know, but when tracker items are made...wouldn't it be a better idea to fix the first version (in the associated banding...so 2.7-not 2.7.3 first or whatever.....in order to enable those who cannot upgrade immediately, access to the fix.
As it stands, scenario: I am new- have the latest install 2.8.....find a bug or see that students can change stuff, my institution doesn't want them to change, but they can't change that stuff in the next version...but we are only just getting used to the version we have already! I am trying to illustrate classroom prac and implications....teachers see it as: oh not another change....but we know admins and devs see it as a simple upgrade...so a good thing. Perceptions can be different dependent on the role/access/knowledge when working with Moodle, I think.
