Comparisons and advocacy

Hi,
I've been trying to find a competency monitoring/ training package for a charity  (Citizens Advice) and installed Moodle to try it out.
Originally I started looking for just a 'competency recording database' for our 100 or so courses but after having seen it I'd really like to develop the e-learning side of volunteer training!

There are three areas where I'm not sure if it's the ideal product- maybe I've not found how to use the modules correctly yet:-
1) Can I manually input users and the date they completed a course.
2) Can I then get summary reports on courses completed per user?
3) Is there any way to set a 'refresher due' date for a course, or to check for those who took a course before a particular date so that we can update after say a legislation change?

The GISMO module seemed to give some neat reporting but I believe it doesn't work with 1.5.
Has anyone tweaked moodle for these items?

Or maybe someone has came across a product which is more suitable- although I'd rather not because of the amount of features that are in moodle.
