Not allowing users to submit a quiz until all questions are answered

Hello,

I am using Moodle 2.6 and I can't find a way to prevent users from submitting their quizzes until they have answered all of the questions. 

Does anybody know how to do this?

The interactive mode with multiple tries requires all questions to be answered before submitting...I think...!
