However, when in gradebook, and entering marks for an assignment, the default sort order is not alpha by surname. How can this be set globally for all courses?
What version of moodle are you using? I'm using 2.6.3 and they are sorted alpha by last name in both of those scenarios.

Apparently there's a tracker item out on this issue, but it's weird to me that it seems sorted for you. https://tracker.moodle.org/browse/MDL-41355. Have you done anything 'special' to make this work?
Do you think this is a version issue? Are you aware of a setting where we can force all areas of Moodle to sort default by surname?
