From where did you get the installation instructions to install moodle with a host?
You do have a file manager with this host? http://www.one.com/en/
Check: create a mysql moodle database, with necessary positions. It should be placed above your public-html files.
Make a moodle folder placed below the public-html files. That is where you you install your moodle which you download from here in moodl.org in the documentation section.

Here below are the video instructions on how to install moodle with most host providers. If you have further problems it will be a your host's issue, rather than a moodle issue. You should contact your host at http://www.one.com/en/ and If they are decent folk, they will sort out your problem. Otherwise take your domain to hostgater or bluehost for a better service.
