I have created a course and uploaded a SCORM file and linked the file to an image in the course menu. When I click on the image the file downloads rather than opening... what have I done incorrectly?

There are three possible causes for this, that I am aware of and these may all be wrong, first the Display Package field in Editing is set to "Current Window" when it "should" be set to a "New window". Doesn't happen often and I have always thought that the SCORM activity itself is set to open in a new window, (tab) that causes this issue and I have no idea why. The second cause is that the SCORM package is not properly formed, there has been an error during the making phase that has not been properly picked up. This can happen for any number of reasons, none of which is related to the Moodle, so what does happen is that the browser tries to set the file up in a window, but then stops and tries to download it itself. The third way is that the SCORM filter has not been properly set up. If you have SCORM activities working already, then my guess would be look at the SCORM package itself. That is the extent of what I have found with SCORM packages and possible causes of a number of problems. For whatever reasons, looking at these issues has resolved the problems I have had, but may not be related to your issue at all.
EDIT: Had a thought, when browsers do not know what to do with a file, ie. open it in a tab, or window, it downloads the file. It is usually that the browser does not recognise the mime type, so check the plugin settings first.
You have made a scorm activity to put the module in right?
Your description makes it sound like you have just put in a image with a link to the zip file. Which will just download it.
