I also experience this problem on 2.7.3+, however my 2.7.1+ works fine. I checked all the permissions for all the reports under "Reports" menu in Course Administration are allowed for non-editing teacher, but when I log in as a non-editing teacher, I cannot see Course Administration block at all. I believe it's a bug that got introduced in 2.7.2 and forward.
