I have been there too, regarding users not following policies, so I definitely second Floyd's advice. Remove backup capability from teachers:

and enable the automated backup module:

Anyway, you can manage (download, delete) the backup files from the restore page:

that's what i've done.
some times the teachers want to backup on demand for various reasons. I will give some thought to your suggestion.
So, there are no real file management tools outside of the file picker and the backup/restore pages?

As a stopgap it would be good if there was at least some decent reporting. If you can find that teacher X has backed up all her courses several times . . . that's valuable information.
Private files is another space issue. I'd like to know if there are previous students still with large private files . . .
