Is there a plugin or similar to allow for quizzes to have their due date dynamically assigned?
Your concept definitely makes sense as I think a lot of people have this same issue. I would suggest putting a tracker request in and then asking people to vote for it. Large cohorts starting on the same date could be achieved with grouping and separate instances of the quiz/assignment but this does not allow for people coming in randomly throughout the year. A start setting of so many days after the enrollment date would be a nice feature.
In the meantime, why not use completion and restriction settings to only allow your quiz or assignment to become available after they have completed the other activities. This way, at least you have the students progressing through in the order that you want.

As I pointed to Mark in the cross post (https://moodle.org/mod/forum/discuss.php?d=267292#p1154797) - it would be too cumbersome.
Personally I have 12 Qualifications to teach within, of which at least 6 I am solely responsible for online delivery. ERK!
Hope that the feature improvement gets ticked up quickly!
