Okay, I found my problem. First thing I should say is that
I'm using a stock apache server 1.3.33. My DocumentRoot
directive points to /var/www. I cd into www and untar moodle
and then I tried http://localhost and I also tried http://localhost/moodle.
The problem is that moodle is trying to find the file favicon.ico
under the path /var/www/favicon.ico when in fact it is under the path
/var/www/moodle/theme/*/favicon.ico. How would you folks
suggest I fix it so that I don't break moodle?
