Inclusion of all site users in a manual backup

Can someone explain why/how a manual backup of a course can include all site users (not just  enrolled users in the course)? Plus all their private files which results in a massive backup file.

We get this occasionally, seemingly at random but if I select 'no user data' it does not include all site users. There is nothing in the backup log, and the backup terminates normally.

We are running Moodle v2.4.4+, Postgres 8.3, PHP 5.3.3 on a CentOS server.

Is it happening with Course 1 which would be the front page?  I would imagine that this would include all site users.

Thanks, no. Course 1 seems to backup with only the users with assigned roles on the front page.

I have now tested this with v2.4.7 and 2.5.3 running on a test server with the production database and moodledata files copied from our production site. Same result, huge backup file of 1.5GB when it should be about 40MB.
