If the problem has to do with the verification of the ssl certificate , then you might want to review the information in https://docs.moodle.org/24/en/SSL_certificate_for_moodle.org
..."You need to download the file cacert.pem from there and put it into your moodledata/moodleorgca.crt file (i.e. download the cacert.pem file, rename it to moodleorgca.crt and upload it into your mooodledata)."

I have alrealy install moodle 3.3+ fine. But I can't connect to the languge packs. I don't know why it does not work. Please help me!
