Changing the Default Email digest type, forum auto subscribe and forum tracking

I thought that it would be easy... I'm on 2.4.3 and trying to change the default user account to the picture below. I didn't find anyway in Moodle. So I went to the DB. MDL_User table and changed the maildigest to a default 1 from 0 (just tried the one). Went to create a new user and nothing changed. Thought that it might have to do something with the cron, nope... I was going to try and change the other ones, but it's not working for this one. Anyone with any ideas? thanks
