Have you tried creating one group per qualification and then imposing 'separate groups' onto the news forum? I don't know whether that will work. Or make a grouping per group/qualification & then one site-wide News forum per grouping. Then post announcements / news into the appropriate News forum and make it viewable per grouping only. You may have to play around with the settings to make this work -- in particular you may have to use a standard forum rather than the News forum.
