Figured it out, for anyone who needs this information:

• Click Add A New Discussion Topic
• Look in the top edit menu & click on the icon for 'Insert Moodle media' - it will look like this: 
• Click on Find or upload a sound, video or applet...
• In the next window, look in the left column & choose the Record your audio option from the list:
• The Adobe Flash Player Settings will pop open, click Allow:
                              
• The Recorder should now be available for you to record your message:
          
• Select Standard Audio Player from the options on the next page:
                               
• Now, click Select this File
                                       
• Click Insert to add the file to your forum post.  The forum post will look like this until you Post to forum:
                                
• Once you post to the forum, it will look like this:
