Sakai 1.5.0 is a powerful collaboration and edu framework which runs on Tomcat. Its QTI authoring and assessment package, called Samigo still needs Oracle DB as a backend.
In that class, there is OLAT as well www.olat.org which needs Java SDK, Tomcat and Apache ANT configured before a production instance may run on your server.
Moodle is great as it is flexible, adaptable and is fast conforming to standards driven (SCORM, QTI) Leraning Objects.
Mambo is a PHP/MySQL based CMS --- no relation with Sakai.

I'm pretty sure he knows what Sakai and Mambo are.
