The teacher can create the quiz questions in an ordinary text file and then upload them to Moodle. I would recommend the GIFT format for that. See http://moodle.org/help.php?module=quiz&file=import.html.

Exists some software for making the tests more easy?
Anything for WindowsOS, which will allow to export result in one of the existing formats supported by Moodle.
