I have tried to upgrade Moodle to 2.2 version but receive error:
I can't continue. Anybody can help me please?

Ivica, this looks like there are some orphaned question categories in your system. Of course you can patch the upgrade script but it's possible that the similar error will appear somewhere else.
Upgrade problems are high priority for Moodle HQ team, can you please create an issue in https://tracker.moodle.org/
