I just had someone tell me that you couldn't make forum tracking the default for all users. I know in 1.9 you could make this change in the database. So, is this true?
I forgot to mention that we are using moodle 2.4. thanks

Students need to go to their profile and make sure that the Forum tracking is turned on AND the settings for the forum has to have the setting of optional or on.
