Problems:
1. When new students enrol in a course, it doesn't autoenrol them in the forum even when it is set to "force everyone to subscribe."
- currently an admin has to manually enrol every student
2. Admin inconsistently receive emails when people post to the forums.
- all admin are set to receive emails for all the forums it is just that intermittantly we find posts that no one received an email about
I've tried any number of obvious solutions for both problems and, though they initially seem to work, ultimately it turns out that they have not. The last time I fixed this was a few months ago so I'm no longer sure of the exact details.
