I've installed the pwd toolbar toggle plugin with version posted by Mauno in this thread.
It works on desktop, but I've noticed that, if examples of TinyMCE plugin published here works fine with iOS, instead the TinyMCE on my Moodle 2.4 don't, (see bug MDL-36803).
So just to point out that TinyMCE works fine with iOS in this example, but not inside Moodle (hope it helps solve the problem).
I've tested both Chrome and Safari on iOS 6.1 and Moodle 2.4.1
