after moodle migration icons, images and links are not working. My guess was that something might be different in the php versions but couldn't tell from the php info.
Your post solved it. I should mentioned that in my database there was mdl_config table and mdl_config2 table. The issue was solved after I changed the value in the mdl_config2 as well.
