I am logged in as Admin User but there is no blocks to select and build on. I have Pfofile, forum posts and Activity report tabs and that is all.
Any ideas on where to go from here?

The "http..." thingies showing in 2 places indicate that there is a coding error somewhere. Check system logs for errors (you may need to crank up the debugging level in settings). With version 1.9.9, it is also worth checking whether you PHP is not too new for this version. It might be a good idea to upgrade to latest 1.9 unless you meant 1.9.19 not 1.9.9.
