We have a SCORM course that provides a "Complete/Incomplete" status to our Moodle system if the user views 30/30 slides. We would like to prevent the users from re-entering the SCORM attempt after they have completed the course. I have tried several settings in the SCORM settings for the course without success. How can we achieve the desired results?

Did you use the setting that says "Lock after final attempt"? It's in the advanced settings.

Yep. Even with the value set to "Yes", the system allows users to re-enter an existing SCORM attempt and overwrite the results from their initial attempt. Perhaps some of my other settings negate the effectiveness of this setting.
I have also tried Number of attempts = 1 and Lock after final attempt = Yes. Not sure if this matters, but this is not a graded activity.

I had the same problem. I was testing the different scorm settings. I found out that if you want to lock to re-enter the scorm activity you should use learning objects
