In some instances, it might be more efficient to just have multiple parallel courses, each in a single language, instead of a single course with dynamically switchable languages. In terms of handling the content in the latter case, people doing translations don't need to worry about HTML if they supply content to you. You just need to have a template for pasting in each required language. Providing multilingual content requires extra work no matter what.
