Is there an alert or notification that go to students when a file is uploaded to a repository? I would like to be able to do this.

what do you mean by "uploaded to a repository"?
At the moment, through Moodle there is no option to upload a file to a repository (except the portfolio system). Also, the repository system does not keep track of its content and would therefore not be able to notify anyone on a possible change.
What are you actually trying to achieve here?

Sorry, I meant to a folder within Moodle or Google docs, Akfresco, etc.... So, can I manage to get alerts for document uploaded into a Moodle folder?

I didn't tell you what I would like to achieve. Faculty would like students to be alerted when they upload additional reading which are not required for everyone. So, students would get these alerts only when subscribed.
