How can I configure TinyMCE in Moodle 2.3

Is there a process for configuring the editor (TonyMCE) in Moodle 2.3?
The file htmlarea.php. does not exist.

This option went way in Moodle 2.0. It has finally been re-introduced for Moodle 2.4: MDL-34875

If you really need to customise things in Moodle 2.3, you need to edit the code in lib/editor/tinymce/lib.php

Tim,  is there specific documentation somewhere for Moodle 2.4 on how to create and load a custom TinyMCE plugin?
